Система соціального страхування України: Актуальні проблеми в умовах воєнного стану

Abstract

У статті встановлено, що система соціального страхування України відіграє важливу роль у забезпеченні соціальних гарантій для громадян, зокрема у питаннях пенсійного забезпечення, страхування від безробіття, тимчасової втрати працездатності, нещасних випадків на виробництві та медичного страхування. Визначено, що в умовах воєнного стану ця система стикається з низкою актуальних проблем, серед яких: значне зменшення надходжень до соціальних фондів через зниження рівня зайнятості; руйнування інфраструктури; збільшення кількості постраждалих осіб; потреби у соціальних виплатах. Встановлено, що однією з головних проблем є нестабільність фінансування та необхідність швидкого реагування на змінені обставини, що вимагає адаптації механізмів соціального страхування до умов війни. Запропоновано напрями подолання проблемних питань, серед яких основне місце посідають: своєчасні реформи; міжнародна підтримка; забезпечення фінансової стійкості; адаптація системи до сучасних умов та розробка ефективних програм підтримки населення, зокрема ветеранів, внутрішньо переміщених осіб та безробітних.

The article establishes that the social insurance system of Ukraine plays an important role in ensuring social guarantees for citizens, in particular, in the issues of pension provision, unemployment insurance, temporary disability, industrial accidents and health insurance. It is determined that under martial law, this system faces a number of pressing problems, including: a significant decrease in revenues to social funds due to a decrease in employment; destruction of infrastructure; an increase in the number of affected persons; and the need for social benefits. It is established that one of the main problems is the instability of financing and the need to respond quickly to changed circumstances, which requires adaptation of social insurance mechanisms to the conditions of war. The author proposes ways to overcome the problematic issues, among which the main ones are: timely reforms; international support; ensuring financial sustainability; adaptation of the system to modern conditions and development of effective programm’s to support the population, in particular veterans, internally displaced persons and the unemployed.
